Bulgnéville Community of Communes between Xaintois and Bassigny (CCB) is a structure under French law in which different Communes, while keeping their sovereignty, have chosen to come together and pool some of their competencies and financial resources to accomplish some projects of public interest.
CCB created on 21st of October 1992 and is the first such structure to be born in the Vosges Departement.
It is governed by a Community Council made of delegates elected by the Town Council of each member-commune. |
It currently includes 24 rural communes inhabited by very few people (60 to 1432 each), stretches on 204 m2 and has a population of about 5 903 inhabitants.
Merger makes it easier to get some government financial support and numerous grants.
The pooling of resources helped in the creation of some industrial parks where some businesses set up operations, the construction of new buildings and the acquisition of lands.
Intermunicipal link is often a solution to uphold a creative dynamics among the communes and put up with some responsibilities that are often too heavy and costly for small communes.
CCB took the responsibility of diverse competencies such as the Land Use Planning , i.e. to acquire and service business parks, the Economic Development (assisting businesses setting up, construction and management of buildings, implementation of programs for the protection and creation of jobs…), the Environment Protection and Promotion (Refuse Collection and Disposal…) and the Housing and Life Space Policy.
